Is one government for 1billion people viable?

According to Wikipedia, Liberty refers to the condition in which an individual has the ability to act according to his or her own will.

I had stopped by the local BSNL office. The problem I was seeking to rectify was that two months had passed by since a modem was installed, five months’ charges were paid in advance and I had no internet connectivity. The only meaningful way of making the authorities aware of the problem is to stop by their office between 3pm and 4pm. Inside the office, three persons started asking me which lights are blinking on the modem and what are the error messages. Incidentally, incase someone is unfamiliar about the LEDs on a modem, there’s one for power (!) and choosing that would have been a sure-shot to get some service. Instead, I tried to reason with them that these questions should actually be asked over phone, when the user is by their machine. I returned without being able to affect any change to the situation.

Effectively what happened was, the human beings responsible as hired representatives of the people to provide collective services to the people, refused to do so. This in turn pushed me to a private service provider.

Thus, the people choose to elect a government (being extremely cautious about their democratic rights and everything) and then choose to work towards making it redundant and get paid by the government for doing it.

just one of millions things that can happen in a developing country. I grew up in Korea through 80's in so called 'developing city' and I can't remember how many times there were water and electricity shortage. Change will come as long as there are enough people argue and fight for it. Well, Korea isn't a government with 1 billion people, but US has one government with bunch of legislatures.
By the way, how are you doing Sandip?
My first manuscript on nanoletters, check it out, it's pretty cool work.
I quit smoking for 2 years now.
I miss your ass sometimes...

:)...this is reverse culture shock....u should not argue with Govt. employees in India.
I can completely feel your frustration. You will feel like this for 6 months to a year and then you just become another tolerant Indian. I can understand, that having seen systems that actually work it pains us as Indians to see our country so callous about a whole bunch of issues. To start with, the tax payers should wake up and learn to demand more from a democratically elected government. Good public schools, clean govt hospitals, roads without pot holes, clean water, pavement for pedestrians, electricity etc are very basic necessities and our sleeping country men bloody well start understanding this.
